Submitted campaign on google grants, everything is approved eligible for 3 days now. Tried Max Conversions, Max clicks, nothing works. Anyone have any ideas as to what may be wrong?
 
It's hard to say the real reason without looking at the ads, but if your Google Grant campaign isn't getting impressions, it could be due to overly broad or competitive keywords, low-quality ads or landing pages, or being limited by the $2 bid cap. Try using more specific keywords, optimizing your ads, and switching to Max Clicks instead of Max Conversions. Also, ensure your targeting and bid settings are correct

so even during learning phase it will show zero impressions 7-14 days?

This is pretty normal with new Google Ad Grant accounts. When an account is only a few days old, Google is still evaluating it and delivery can be very slow at first.

Max Conversions usually won’t work yet because there’s no conversion history for Google to learn from. Even Max Clicks can struggle early on. Make sure conversion tracking is set up correctly, but don’t expect results immediately.

New Grant accounts tend to perform better when they start with very specific, high-intent keywords and a simple campaign structure. If keywords are too broad or the account is spread across too many campaigns, Google often limits impressions.

Grant accounts have a longer moderation period. I think you just need to wait a bit... other possibilities: poor campaign optimization, low-frequency keywords, "shadow ban," and so on.
 
Grants can be super frustrating because everything looks “approved” but you still get zero impressions Usually it comes down to low ad rank (CTR history + relevance), too restrictive keywords, or your bids being capped too low for the niche. Also make sure you’re not accidentally limited by targeting (location/language) or paused due to compliance issues. Have you tried broadening keywords + switching to Maximize Conversions (if tracking is set up)?

In the Google Ad Grants program, "Eligible" often doesn't mean "Serving."

Hm, if the cpc is higher than the 2usd cap, you'll lose every single time, unfortunately, and ctr is mandated to stay above 5%.

It sucks for tier 1 geos, it's pretty bad.
 
Raise max CPC, check keywords follow Grant rules, and make sure ads are fully active.
