check if yourr conversion tracking is actually active, if u use max conversions with 0 tracking google wont show ur ads.

increase bid, try maximize click, review keyword search volume, improve your destination to match with kw.

My one of the customer has running some good ads he is running perfomance max ads for like bathroom products and daily spending is 329$ for it
