And as I understand maxconv requires for a certified tracker to specify domain and description of activity, but if the domain is not mine, but another brand, and redirect is planned to my domain from the ad, how maxconv will let this pass?

No need. MaxConv’s customer service is great. But the whole point is MaxConv’s url is whitelisted with Google. We are paying them for access to use their domain as the tracking template.
 
After a lot of searching I found a solution how to redirect from a branded domain via template tracker to my domain, but it's not maxconv.
Can you cloak? I.E.: send some traffic to path A and other traffic to path B? If so, what is it? DM me. Thanks.

Is it possible to do it as I had originally suggested? For example, let’s I want to run ads for Expedia. I want the final url to be Expedia.com but I want the tracking url to be on my site. And there has to be an affiliate network tracking url in the middle. So I set tracking url to mysite.com/expedia which then would do cloaking (if I want) and then take two possible paths - 1.) go to some url on cj.com which then would go to Expedia.com/aid123 or 2.) go directly to Expedia.com.
