Put useful, relevant, and unique content on your site. 100%. If someone searches for "French sayings and phrases" then whatever they click on should have a reasonable list of french sayings. This goes for any search. People want to click once and get what they need, not an infomercial.
A lot of marketers websites are just vague, useless infomercials. They never actually give pertinent information about what the user was searching for. It's just line after line of bullshitting. You should make content sites that happen to have advertisements, not advertising sites that happen to have some content.
Google isn't going to drop a site simply because it has these types of ads (within reason). I see plenty of well known, popular websites that are all about original content (news, organizations, famous people, etc...) that have some of the same ads I see on various CPA networks. They have never been and will probably never be penalized because of those ads alone.
However! If you choose to run bullshitting sites, content collecting sites, or anything like that then just be prepared. Know that it's temporary. Make your 5 bad content sites and have another 5 ready to go with a slightly altered make-up. Then it doesn't matter how many times google deindexes them. You have another batch going up to make some money for the next 6-12 months.
You just have to decide "long term safe money making sites" vs "short term risky money making sites"
