If i'm reading that right, that means penguin penalties will be easier to recover from now as no waiting period.

What does it mean?
Search for the most valuable keywords you can find : payday loans, mesothelioma lawyers and so on.
Look at the top 10 results.
Do they follow all the rules Google says they enforce?
Do sites have big, rich content with beautiful images and shakespearean text, instant loading times and https???
That's what folks should be looking at, not the SEO blogs which sell maps to the goldmines.

Also noticed one site spring back today, went from position 1 down to 60 back to number one today after a week down in the SERPS.

- Penguin is now real-time. Historically, the list of sites affected by Penguin was periodically refreshed at the same time. Once a webmaster considerably improved their site and its presence on the internet, many of Google's algorithms would take that into consideration very fast, but others, like Penguin, needed to be refreshed. With this change, Penguin's data is refreshed in real time, so changes will be visible much faster, typically taking effect shortly after we recrawl and reindex a page. It also means we're not going to comment on future refreshes.

However some principles remain and one new aspect is the game changer – “Real Time”.
How much real-time that “Real Time Penguin” might be, it’s going to be a lot more frequent.
But there’s still network and processing power needed for all those massive crawls and calculations,
so I wouldn’t be surprised if “real-time” really translates into weekly or daily.

That is still fairly quick even if it is weekly.. This could be a good thing for many.

Firstly, how do you know it is early in this update?
By real time they mean it updates when google bot visits your site, meaning when your site is re-crawled it is updated. I am very doubtful this will be a daily update. It most certainly won't be real time.
