I am thinking of using Google AdWords threshold accounts to promote my apps. But nowadays, they quickly get suspended after spending a few dollars. So my question is, if this happens many times for the same ad campaign, will google blacklist/shadow ban my apps? I mean, the promoted item?

After the app passing through too many threshold (unpaid) Google Ads accounts, the app would get (shadow)banned from being advertised in Google Ads. You will then get a message like "This app is not allowed to be advertised" (something like that). Same happens with websites too, after passing through too many threshold (unpaid) Google Ads accounts, but ofcourse incase of websites one can churn & burn websites easily, not as in the case of apps.

It may be valid for websites, but I opened hundreds of accounts for one application. I don't think this will happen unless there is a new update.
 
App install campaigns, promoting one app from multiple accounts at the same time may cause some heck on google ad's side i think

Nope, i have seen people running crypto ads on App install campaigns, running dating campaigns won't ban your google ads account.
