Make sure you dont get scammed by PM sales! They usually come with a very low price, and will ask you to go in bulk

You can usually pick up a free coupon when you open a new Adwords account. Most hosting accounts also come with free coupons to get you started.

If you want to create a lot of throwaway accounts, then check out B/S/T and buy them in bulk. No real need to do this if you want to run a legit campaign with one coupon though.
