Yes. The shortest way is to build a decent niche site with a few good unique articles on it. You can then use it to apply for a Google Adsense account. If you can't write then you can use a paid content writing service that you can probably find in the forum marketplace or on other sites.

No there is no other shortcut for this. You have to get a proper approval from google adsense. Then only you can be verified.

i think buy website with at least 5000 words good articles, tweak it with nice look and navigation and send approval
