My friend was having problem with receiving PIN with regular mail so he requested the support for an alternative method and in the end they accepted the scanned copy of utility bill. However, it was 5-6 years old thing. Not sure if they would do it now.

Just submit your drivers license...and it will be enabled....happened to me a few weeks ago...I applied for it 2 times nd didnt receive...so just sent em an id proof wid address and photograph on it...

worked like charm...
