Google ads verification procedure

Google ads said that they need to verify my business.

I submitted documents ok but they said they can't understand who provides the end product in my ads. Maybe I am doing this wrong. I don't know.

Here's what I do.

I run Google ads campaigns on behalf of people who order websites from me.

I create a campaign on their behalf in my account with their keywords and website URL and run ads.

How do I explain that to Google? I don't even understand what they want from me.

Maybe I should create a separate Google ads account for each customer?

I am not sure what I am doing wrong.

I don't have much experience with this. I just started with Google ads.
 
They want to ensure your ads comply with their policies. You might need to provide the necessary information about your clients to verify their association with the campaigns.

OK, so this means that your campaigns are in various different niches. Example, one website in a Google Ads campaign is about potatoes, another website in a Google Ads campaign is about cars, another website in a Google Ads campaign is about watches, another website in a Google Ads campaign is about desks and so on ...
And, you would have submitted your business doc for example pertaining that your business is about shampoo.
Do you see a lack of co-relevance between the ad campaigns being run and the business doc you submitted to Google Ads, for verification ?
Do you know what is the purpose of verification in Google Ads ? The purpose of this, is that Google Ads needs to be able to verify that you are the owner or an authorized party of those websites, in order to advertise those websites in Google Ads.
So, if you are advertising various different niches in Google Ads, you need to better have a Google Ads manager account (MCC) and have your business doc of a marketing agency or advertising agency and also have individual proofs of you being an authorized party of those websites and then apply for Google Ads verification.
The above refers to if you want to continue using a Google Ads account long term for the purpose that you have mentioned.
