Since personal accounts are bound to their own payment methods, Google will detect your payment method, which is why this problem occurs.
Google is very strict about this at the moment
So usually use aged Google personal account
or agency account to avoid this problem

It likely means there are gaps in your setup that Google is detecting. Unless you can fix those issues, the simpler option would be to buy or rent accounts to keep your campaigns running smoothly.

Select Billing country and Currency then press continue. If there is no continue line, do not select and soak the account in this step.
I also have a method to overcome the limit of 2$ per day, please verify your account identity, after 3 days of running 2$ per day, on the 4th day it will be removed

Why don’t you try using an anti-detect browser? It’s possible that Google has detected your IP too many times on the same or multiple devices, leading to your accounts being flagged. Using a spoofing browser is a good idea—I think you should give it a try
