Google Ads account suspended (agency)

I create new ad accounts for my clients under my google account, some clients already have their ad accounts and give me access. One of my clients got suspended (for not paying ad spend) on google ads. Now I can still manage accounts someone else started but can't create new ones. How to fix this and be able to create new ad accounts?

Funnily enough even that (creating new ad accounts for your clients) seems to be against google policies! So you as an agency aren't allowed to own your own intellectual property in the form of the account & data on it. This is crazy. Help anyone? How to be able to create new ad accounts again?

use all antidetect browser use smtg to cover your breadcrump and change internet IP or proxy do all that use unique device as well
 
It's a whole science actually getting google ads accounts to work. Does not matter if they are agency. I recommend you experiment with warm up process, cards, anti-detect browser and proxy that matches billing address.

Hint: Start with a strong Gmail, age is not the only thing that matter for this.
