Google Ads account or Google Ads Manager account

I'm running blackhat campaigns on Google Ads. Recently, all my accounts are getting suspended. I"ve done everything right.
Recently, I'm thinking to have verified Google Ads Manager account and creating subaccounts, giving access to different gmails. Is it problematic?

Is verified Google Ads Manager account good than Google Ads account ? Does anyone have experince?
