I just Bough new VPS with US ip, and I tried with Russian MTS sim card,
so Should I change my IP?

Could be.
Also Google doesn't seem to like Russian numbers either. I've tried alot and not always it work. Try using 4g from the data sim and see if IP solves it.
Another idea is Google matches IP with sim card location and the limit is lower if IP doens't match sim location

did you tried the call option? you can use one number 3 times as sms and 3 times on call verification, so with one number you can verify 6 gmails
