Someone shared cookies method in the past, something like use same cookies in new browser and create acc.
But FYI someday they will ask for PVA.

I don't want to add my phone number for Google but when creating a new account, we must provide a number to verify. Then my solution is to buy a sim code, once I have the code, it comes to a display that asks me to confirm the recovery phone number or email > I delete the sim code number and only add a backup email

I do it the same but Google Ads can still suspend my account. I use Firefox portable with canvas blocker, webrtc leak, user agent extensions.

They are many that sell for cheap gmail accounts. I haven't heard of a way to bypass phone number, at least not for my country.

if you have good 4g proxy + new finger print maybe they won't ask for a number but that's not always the case

You can try using random phone numbers on the web. However, I recommend using the main owner for easier management.
