if you do it from a clean IP and device, you can avoid receiving an sms if you choose the "use your existing email" option instead of creating a gmail address.
However, as someone have already said, such accounts are at higher risk of getting suspended.
On anothe hand, google ads will make you put 2fa on your account within a month of usage, so there isn't al ot of sense in it.

Yes it's possible to create without phone verification but it's risky way. Accounts getting ban easily

There are many bots to create tons of accounts & many apis for SMS veriifcation. Use them

If I turn on my phone incognito browser and sign up with mobile data, I'm signed up without a phone number,
but sometimes they ask for a phone number after a few days

I'm only buying at $0.20. Accounts with up to 2 weeks. Perfectly working and cheaper on the market have not seen yet . Who needs I can give a test.

Registration on home clean proxy servers. Verified phone number and additional e-mail. Phone number removed after registration .

Piece by piece are more expensive, but buying from 1000 pieces the price will be cheaper several times. The price for 1 piece is 0.5 dollars, and from 1000 pieces the price is 0.2 dollars.

Don't use random numbers on the web, you'll just lock yourself out the first time they try to re-confirm the number and you can't get the code.

why not try protonmail or another secure email provider instead?

I can sell gmail for $0.2 per piece. These are accounts that have been SMS confirmed and include the recovery e-mail address.
