Getting banned again and again even after reinstalling OS

There were some guys here who would register on AdWords/AdSense for you...
I need that desperately. The good thing is that i am trying to be as legit as possible. I am getting this problem only because my real account got suspended and they somehow can trace me now.

Everytime i use, New Domain, New Hosting, New Unique Content, New IP(Dynamic), Reinstall OS, New Billing Info.

Can you describe how you do your billing info? How about the IP address that hosts the site (different IP I hope, but how about the IP block)?

try this page: panopticlick eff org if your uniqueness is over 1 million this could be the reason they get you. You can do the following then: Install VirtualBox, Download a copy of any windows & intall it in a VM, install some fontpacks, chose a unusual display resolution and install a odd Flash- or Browserversion. The connect over another ISP, like in an Internet Cafe, a friend, Mc Donalds etc. Surf a little with the VM to get a random history. This should make you very unique in the eyes of google. I use this technique to register G+ accounts on a small scale and it works for me most of the time.

Another alternative is to buy one account on fiverr, altough I've never done this and I don't know if there are any for india on sale.

Hey mate, check the keywords your going after. Some keywords are flagged as an instant suspension, such as the word 'ivory' even if its a colour, Google thinks your selling illegal shit. It's really dumb but its Google, so what more could you expect?

Well if you are from india then i would suggest you to call their customer care , there support is very good, my friend too had this problem but then his account was back on explaining the situation..
 
Reinstalling the OS won't do any good. If you really want to do that save yourself some time and start using VMWare.

Other than that try using a VPN (an Indian VPN) if possible.
