Getting banned again and again even after reinstalling OS

Hey guys I am too worried about what is happening right now. New site, new billing info, USB modem, reinstalling OS at the time of creating new AdWords account but still getting account suspended. Where am I lacking? Please help.

IP address or same name? Even dynamic IP wont help cause ISP sometimes adds a collective bunch of it. Earlier visited through that IP must have flagged your account again. Their security algo for adsense and adwords is shit bro.
 
There were some guys here who would register on AdWords/AdSense for you...
 
Try buying a 20$ fully secured VPN from another country (lets say the UK or Netherlands or something)?

What do you suggest me then? I am feeling so down as I am trying to get an account approved so that I can cloak my money site. Please someone help me here. I know somewhere I am making a mistake.

Every time i take a neutral site for getting the adwords account approved. Once it is approved i will use it for cloaking my money site. So rightnow, i have new biz model, new name, new site !!!

My problem is that, i want only Indian billing Adwords account as i pay with Internet Banking online into my adwords account. So is there a way i can buy some VPS, or Private proxies. I have NO knowledge of these things. Please guide me. This community has given me a lot, and i thank you all for that. Hope i will solve my issue with your help.

New site with same content? Google will flag that too.
 
There must be some foot print. Unless you are actually doing something that they don't like - really poor site, illegal content?

The thing about the site that i pick is that..It's a New Site every time, with new hosting and New Domain, New Whois.
It is an informative site. NOthing is illegal or anything like that. Maybe someone from India can help me... ?
