geo targeted views question

how do geo targeted views effect the rankings of videos?
if i were to get geo targeted views in comparison to high retention views, what difference would this make?

In terms of picking the location of where the geo targeted views are comming from, what should i take into consideration when picking a location of where the views come from?

Your videos would rank higher in the countries your hr views come from.

Your videos will only be shown to those in that country buddy!!
