can you name few quality tools for indian target audience for facebook
 
why dont you try seo ? we had to stop paid ads and now we are dealing with organic seo and got good results
 
If I remember correctly, Taboola and Mondiad support gambling verticals. But there are definitely more networks out there to try.

I haev tried taboola CPR way too high and there were rarely any FTD
