this user stole me for 190$ on feb 1, in attachment there are the skype conversation and paypal payment.
I've tried to contact him but he ignored me....

Start a dispute on paypal and call them and tell the issue, you will get back your money if you show all the screenshots and explain them the issue.

the user on skype when he asked for a refund ?
explain when after ignoring the refund request he was then on
this forum the next day.
also explain when a pm from me and wiz also havnt brought the
user to this thread .

He should have been banned from the first time. Just because he refunded the money when a SL was opened after long no communication period doesn't mean he's not a scammer. I suggest he gets banned regardless if he pays up or not.

The problem is that this user ignored me in Skype, communication -1....

It's impossible that fuhrer1 retrieve me the money, but at least I avoid others to making the same mistake...

Either way, $190 and $10 have their own differences between them. When he was replying on Skype and suddenly stopped, then it's to be considered. At least, he could have replied on Skype and asked for time from OP.

He's obviously a leach who would probably steal off his own family. People like this make me so angry. Just because this is a blackhat forum, doesn't mean you should be blackhat to your own community. Scum.
OP, sorry this was an expensive lesson you had to learn. Pretty sure paypal will refund you if you contect them and explain. Even a simple text file is still a product if its being sold by someone.
