1600 searches is the volume of the keyword, not the competition; if the keyword has low amount of traffic doesn't mean the competition is also low.
I would say you look more closely at your top10 competitors, i highly doubt all of them are "spam sites".

I know how it feels tbh, Google convinced me to leave behind content strategy and start learning blackhat techniques earlier this year. IMO it doesn't pay to be pissed off about it, just evolve your strategies accordingly. Easier said than done, of course, but business is an evolutionary game, if you see that its the cheaters who're winning, its your fault if you then decide not to cheat

So fucking true. After getting horney right here in bhw I made a tech news website in my local language, where competition is next to non exists. I use to be a journalist so I can write real good and long content, some top quality level shit. I made a great WP website with premium cache and premium seo plugins and made hundreds of articles, sometimes 5 a day, all original content (mostly translated from english but it's still original in my language), paid for pictures (123rf) and the design is so unique (made with elementor pro). Google didn't approve me for news.google.com (they did to Google News), all my articles were 2-3 search result pages and the most FUCKED UP THING is other websites STEALING my articles (copy-paste) hours or days after i post them - ranks before me when searching for the keywords!
After 8 months, 100-300 visitors a day and nearly 20$ of profit (doesn't even cover hosting + domain) i just stopped posting.
Fuck Google.

You should have waited for a year. It takes a long time to get Google to trust your site. Even if your articles and design are great.

it's still up and running, I even post from time to time an article. just had a long one when facebook, instagram and whatsapp collapsed. thing is i had a lot of time during covid-19 quarentine, now life is back pretty much to normal and I need to focus on work and providing my family and can't invest on something that doesn't give me anything back. I would love spending more time and effort (and money) on this project, if i had a sense it's going some where. FB page, Telegram channel and Reddit sub all have hundreds of followers and website still gets 100-300 visitors a day without me posting anything...
But I appreciate what you are saying, I would take it into consideration. Thank you.

I suggest applying for Ezoic as they have tools that can help improve SEO and traffic. They have removed their restrictions on visitor count. But I don't know if they accept non-English sites.

Apart from content and backlinks, there are several other factors that influence your rankings. Google prefers freshness score for some keywords, content length for some, content format (images, videos, podcasts etc.) for some, and authority sites for some others. So, it's difficult to say whether you can rank for a keyword with great content and backlinks alone.

out of curiosity, how often do you use indexing option in GSC? if you are doing it too many times, google will realize that you are doing SEO and it will not rank you.
