Unfortunately, you're completely wrong. All sorts of things are regulated, heavily. Telecommunications is no different.
I mean hell, you cannot even sell non-pasteurized milk from your own farm in the USA (You'll go to jail for up to 10 years)... and you're telling me "Google can do anything they want". What planet are you living on?
Well as glew wrote you can do what ever you want. Youll just have to face the consequences if you get caught. But with these "BIG BOYS" they don't even have any consequences when they get caught since they / their masters own the ones who should be punishing them and they know those won't bite the hand feeding them.
