Your website's content should be language wise if you are targeting french then local SEO will comes to be perfect. Start profile creation and local submissions on local sites. Start your other link building task like contentxtual.

Like any other website just changing the target location to France in webmaster tools and maybe choosing a Fr domain name.

Everything in french. Website content and keywords, Backlinks from the website which as .fr domains. local citations, yellow pages, content marketing in french website etc.
Whatever you do for English website its the same just language is different

You should follow @jhakasseo advice. Don't forget to add legal pages on your French ecommerce website.
For the content, my advice is to use content spinning. For the design, don't do an oriental look website because they look like a scam for us (i'm french).
