torrentfreak did a decent write up of a handful of vpn services recently - they are all charging for their services, but it really depends what your needs are.

if you're gonna pay for a vpn, look for one that accepts something like paysafe though (no paper trails).

More convenient for safety to use vpn, itself I use the free service 'shadeyou'
 
I would like to add ProXPN to the list. The speed will be 300 kbps no limits for free users as well as you will be able to connect through only one server from US. If you want to use VPN for serious torrenting with no speed limits, then VpnGate will be a good choice. :)

try them and you'll see, i used a few of these not too long ago, so i'd say most of these still work, you just need to switch the VPN passwords daily
 
VPNGate --- is based on softether vpn. ITs still working. I am getting very good download speeds on the VPN. If you have a VPS, then use it as a softether vpn server. Use the vpngate client (or softether client, both are same) to connect from home / mobile etc. These days digital ocean has 5$ vps, use it to host your very own vpn server !
