I normally use Cyberlink Power Director 10. But patched version, so it's kinda free

Windows Movie Maker can be use for basic editing.
Sony Vegas Pro is good and able to do almost anything like video/audio editing, transitions, media generators etc with a little learning curve.
Adobe Premiere is good too but a bit harder to learn compared to Sony Vegas pro, but it is awesome if you combine with After Effects/Photoshop.
If you are a master of Adobe Premiere/Final Cut Pro/Avid Media Composer, you can easily get a job in video editing field from film industry, these are more standard professional tools.

Adobe After Effect and Adobe Premier is best for such work. Sony Vegas too.

Windows Movie Maker is free and simple. Although, you can get other video editing software for free like SonyVegas with uTorrent(Do it at your own risk).

It's hard to find a quality free video editor. Windows Movie Maker is ok, but very limited. If you have a Mac, go for iMovie which is really good. You could try get a trial of Sony Vegas Pro, which is perfect for simple and complex video and audio editing.

I agree with the consensus that: the sticking with your stock OS editor (WMM , imovie ) is the best route , if your persistent on not paying for anything or not pirating anything at all. I am a vegas fan all day every day , so much so , i will mention it in a free software thread, even though it is very expensive ,because, if your serious about editing, its worth the investment. Vegas has a lot of long term utility. Ten year old vegas builds are still considered professional quality, while , three year old adobe products (that also run an arm and a leg) are considered laughably out of date. If you can afford to drop 3 figures on a vegas install disk, i would do that. If you just want something free to "slap together" some footage, stick with WMM, or whatever your OS came with, unless you are running linux, then you can download Openshot for free.
Free software was originally a lure to get people to start using a certain brand or company's software, but now there are AMAZING quality software available for almost any project if you're willing to spend just a little.
That being said, even when paying a moderate amount, in the world of video editing software, Windows/Microsoft Movie Maker is really far up there, and free. I don't think you're going to top that without paying some considerable money.
