How does a third-party metric (developed by Moz back in 2004) increase authority in the eyes of Google?

When we increase our site authority in the eyes of SEO Tools, this doesn't mean it will increase site authority in eyes of Google. I have gone the route of profile backlinks and a very high percentage of them don't even get indexed because they are no-index no follow. Most forums or registration websites are aware that websites are trying to use their sites strictly for a profile link and have no intention of taking part in their community so they have put this deterrent in place. Also if we raise the DA or DR of our website, does this at all guarantee our rankings to increase? I highly doubt this.
