If only one link, there is no big difference to rankings. It depends on many many factors.

A lot of people buy one expensive link and think it's going to make a big difference just to be disappointed.
Those type of links is great for a long-term brand building strategy. if all you want is results I would recommend 10 to 20 high-quality PBN links.

I think the only links that work for 2019 SEO would be these extremely hq links from very high authority sites like forbes, cnn, news portals, engadget, etc. I'm pretty sure that they will be selling the links to you, but seems like google loves them, and regard them as high quality sites with high authority, thus, if it's an exact match keyword that they are willing to use in the link, there's just plenty to gain from that 1 single link.
