You'll hardly get quality and quantity at the same time. Easy way to get follow backs: find people in your niche with a follows/followers ratio close to 1, means they generally follow back everybody. With a bit of luck they might be genuinely interested in the stuff you share. Interact with influencers.
Otherwise, build a strong account, share good stuff and try to get in those "Top XX people to follow in Industry_name-here" lists.

Follow active users in your niche. This means, you'll find bigger accounts related to your niche, check their tweets, see who retweets and favorites their tweets, then follow those users.
Those users are highly interested in the niche and there's a high chance they'll follow you back. Besides from following them, you can favorite some of their tweets too in order to get even more attention from them.
