As was stated above, what happens in many countries cause of so called Boris Cyclone is kinda isolated only on some parts of affected countries, cities areas so on. Which basically means some rivers on those parts been flooded and not managed as should been. Nothing to do with climate change here.
So if you want to drop your two cents, do it with some arguments not just playing it smart like you know all what is going on in this world and rest of us are just apes.

Currently we have flood, but they not released water yet from their safety system.
If that happens, 40% of water from Czech Republic will go to us via rivers.
Poland have this unluck, because whole water from Austria, Czech, Slovakia and their safety systems going to us.ye it's crazy currently! also most people just get surprised by it! we got some crazy weather in austria aswell

And yes floods happen and in most cases it is quite the opposite of climate change, in most cases the cause is a dam overflowing or even breaking. Now you can't blame climate change because we put that dam there.

We build huge safety systems after 1997, but we cannot do 100% safe if Czech Republic not built it.
After this, we need to make deal with them to built systems for them on their territory.
One of our retention tank can take water of all systems from Czech.
Now we don't know what will happen, if they open their old systems and all this water go to us.

You are wrong, they built many systems.But it saddens me that since the last big flood in 97 there were near 0 improvements to the safety measurements regarding flooding. As far as i know they build a big tam near Wroclaw but nothing else (might be wrong here) and now people are losing they livelihood.
