Lately I noticed how many Fiverr gigs were promising to bring people's website's Alexa rank down. Some of the gigs even offered Alexa ranks to below 850k just for $5. How are the sellers doing this? Does anyone have an idea?

Low Alexa ranking doesn't mean much and it's easily manipulated with cheap/bot traffic from sites like hitleap

They use a bot to hit your website via HTTP request. It's a pretty useless thing to do but, your alalytics data will be useless an you won't be able to tell how little the gig actually did.

It's all about traffic exchange, If you have 1,00,000 Unique visitors hitting your webste every day.
That can get you a alexa rank in thousands.
