Is there a way I can find out what site builder a website uses. For example there is a business in my city and I want to know how/or who they use to building there website (not hosting or servers).
 
Try builtwith.com.

That website will show underlying tech and tools.
 
Anyone have anything more black hat? Builtiwhat just shows plugins and server stuff
 
Like what actuall WEBSITE did the webmaster go on to make it. Did they go to wordpress, Wix, GMB, Weebly, geocities, etc...
that actually all I want to know.

I think it's called experience. If you can PM me the URL I can tell you in 5 mins what was used by just pressing CTRL + U.

Have been working as a developer from last 20 years so have came across many many scripts.

check the source there are offten patterns like for example with wordpress you will see links to "wp-content" etc
 
Source code should show the result or Google website theme detector
