I have 3 questions:

1) Is +18 content allowed?

2) Do users have to fill a simple Sign-up Forum or enter any e-mail addresses in order to start download?

3) Is it alright if people come from a landing page?

1. Not necessarily, however you can promote a text file with a link to the actual files or a password to the real files.
2. Yes, mainly email submits
3. That's fine.

Some people actually host decent files, what's wrong with that?
