FB Voucher Question...Noob

So it looks like no VCC are working and verifying paypal etc is out for now. Until I get more money..SO when you get a fb voucher you have to use it on a new acct within 15 days of creation. But..here is my question what if I had tried using the fb advertising section...like making an ad doing the demographics but never provided any cc information? Could I use a voucher?

I am trying to understand when they say 15 days of creation does it mean 15 days after you have officially created an fb account with credit card details?

I ask because I am going to make a fan page and run an offer the white hat way but want to use a voucher. Any information you can provide would be helpful. Thanks

the date will be counted since your account creation date
whether you add cc or not that doesn't counts
you can create new account for advertising

it's weird though because this morning I was just emailed a fb voucher from facebook. So did they email me this although it is not valid.
