It's because of fb's algorithm and they will give you a refund. To avoid getting hold, you could try this tip: When you use an ad account, you should add info first (the info should be matched with the country of that acc). Then you leave it there for like 3 hours before adding new payment method. It works sometimes.

Don't worry, you will be refunded that amount soon, but you should not block your payment card, because when you block your payment card, Facebook will not be able to refund that amount. Maybe Facebook will keep it up to the $250 payment threshold

This is a new policy in facebook ads, don't worry because the held funds will be refunded but the waiting time is quite long depending on the bank you use the payment card to run ads. What you need to do is pay in full and do not lock the card, do not redo it while waiting to receive the money is held

Facebook will release the temporarily held funds after 3 days or after you have been successfully charged for an advertising campaign. However, it may take up to 5 to 7 business days to release the held amount in your account.
