Besides paying for the traffic, i'd suggest you to create an account on all the major social media sites, where fashion is big. Those are instagram, pinterest and tumblr. You can either hire someone to build your accounts or you can do it yourself with specific bots or online tools, but you don't even need tools, just a little bit of free time to build the accounts manually.

Try to find medium sized accs in your niche and follow their (most recent) followers or follow by hashtag.
Post good content too with relevant hashtags, so people can actually find you and will stick around.
Also, following is just one kind of action you can do, don't forget about liking, commenting, and other site specific actions, like reblogging on tumblr, retweeting on Twitter etc.
So practically use every site to its fullest, just don't go overboard with anything or you will look pushy/spammy.
