Farm and Warm Google Ads Account

Some good advice overall here but still you will get suspended most of the time following this advice even though you may improve your batting ratio.

Because the most important thing in setting up a strong Google Ads account has almost nothing to do with the account itself. Rather what you do before you even start the account.

What you need is a Gmail account that is warmed for a least 1 month.
Google easily filters out accounts based on their age and activity.
And most importantly, how the account was created and what kind of proxy was used.
It's not the anti-detect browser.
 
Be as original as possible, get farmed gmail with good history ( not of google ads ) and make sure the country of gmail is same as the country you are aiming to create for, same goes with the card being used, try on tier 2 tier 3 countries, they can be less strict than tier 1. Use antidetect such as dolphin anty, setup a residential proxy of the country, setup google ads like a normal person would do, if it gets suspended, appeal them and explain them in detail you got suspension for no reason and your billing / identity information is genuine, most likely they will reactivate your account.
 
it's three to four month process to create high quality google ads account , so there will be proxy expenses + anti-detect. Because of many high quality anti-detect browsers and Proxy providers Google started to use behavioral analysis to flag suspicious activities, you need to use Anti-detect and proxy, also don't start your campaign right away, you should start warming up just Google account more better if you start with just browser without any account, collect cookies behave like real person then you create Google account warm up it and after that create ads account, also you will need cloaking. There are several strings to successfully running an ad on Google, and if at least one of them isn't done well, it all goes down the drain

By carefully reading all the comments you understand that is a long process to farm a good account. From gmail to VCC and cloaking all are crucial to being successful. But whet it comes to proxy providers, anti detect browsers and VCC providers no one will give the providers that they use. Take some time and test 2-3 variants for each service and you'll find what works best in your case.
 
Did Google mention any specific policy in the suspension notice (like billing, misrepresentation, or suspicious payments)? Sometimes the issue isn’t the verification itself but something triggered right after—like payment method, account activity, or landing page signals. You might want to double-check those areas before submitting another appeal.
 
Static IPs can be bought from various providers, but it's not just about having one, it's about having a clean and not previously banned IP. I've seen people buy IPs from providers like AWS or DigitalOcean and still get flagged by Google. What's more important is to warm up that IP with some normal traffic before using it for Google Ads, like ItHappens mentioned earlier. Aged Gmail and premium VCC are also crucial in reducing the risk of getting banned. Using an anti-detect browser is also a good practice, but it's not a silver bullet, you still need to put in the work to make your account look legit. From what I've tested, having a solid setup and a well-warmed up browser can make a big difference in avoiding Google's restrictions.
 
Warming won’t fix it...better to fix the root issue (billing, domain, compliance) and start fresh clean, otherwise you’ll just get suspended again.
