Can you please explain a bit more on how to fake PR of a domain and make it stick?

could be real have enough backlinks, looks like they use SAPE links, but the PA and DA of both aren't that impressive

the metrics look correct to me, but there is something fishy about them. When it comes to something like the cost of a PR 8 link, i wouldnt risk anything looking fishy

A pair of Turkish linkfarms, the fact that they are offering to sell links at all is your best indicator to know they are fake. How much were they asking for out of interest ?

The method isn't anything "new". The ideas been around for years. You just need the patience to wait for the next update so that your site gets the PR of the site you target / use for the "method".

This. There is nothing new about this, happens all the time, and there's only 1 thing you need to do and wait. Most of these sites get sold on Flippa to some unsuspecting noob.
