The money you deposit into your ad account will be deducted gradually as you run ads on Facebook. Facebook will refund that amount if the account is not locked.

If using prepaid advertising accounts then it is a big problem, so in my opinion choosing postpaid advertising accounts will be better and we will not lose money there.
 
The bank will refund but the time will be long and depends on the bank.
 
Currently, Facebook hold money will be refunded by the bank within the day or within 1-3 days. Please work with the bank if the budget is held for too long.
