With a large budget what do you mean?

I mean when you run ads with a budget of 50$ - 100$, you can buy your own ad account to run
But when you want to run with a budget larger than 200$ - 500$ or maybe 1K$, 2K$,... you should rent an account to have more stable and quality accounts, an alternative source of accounts. will be quick when the account dies
 
You can appeal banned or rentable accounts of agents
 
I think you should rent an account ( with fees start from 10-20%) so you don't have to worry because the provider will set it up for you and you just need to log in to your profile and start your campaigns. Besides, you can buy those if you want to set up and manage all elements of your campaigns and accounts yourself.
 
Rental Ads account is you pay 8-12% fee of your budget and let them do everything for you. The only thing you have to do is login via desktop and run the campaign based on you target audience

Anyway, Facebook will keep scanning and disabling accounts until September, it's the yearly storm. My recommendation is you should look for a rental service, it would save your cost and optimize work
