Make sure it doesn't contain financial, adult, or political content
 
Sometimes this happens due to IP problems, you can talk to Facebook support or use a residential IP, this may solve your problem.

This usually happens due to account limits or compliance checks for Singapore. Make sure your business info and billing are verified, the ad account has no policy flags, and try starting with low spend. If it still blocks, contact Meta support — SG is stricter than most regions.
