You have tried using ad accounts created in Singapore and accessing a Singapore IP address to create a new campaign

Try creating a few dummy campaigns with a low budget and then create one more campaign in another country before switching it back to Singapore. If it doesn't work, you need to fully verify the BM and account. Update the required documents according to the regulations of the local country (Singapore). Contact Meta support if launching the campaign still faces difficulties.

Create the ad and then change the location to Singapore

Singapore has some additional compliance and geo-based checks compared to other regions.
