I heard that for some users while creating a new facebook account, it is asking for video verification. Are they doing this to stop multiple account creation and fake profiles?

You should skip that profile if you are not the owner of it, now getting new fb profile will be easier than get the disabled one with video verification back.

It depends. From what I know, FB's been rolling out the selfie verification for some users (mostly depending on region, I assume) so not everyone sees it or gets it. It does seem to occur more if the system flags something about the account as high-risk, the usual multiple accounts on the same IP or device without proper session isolation, that sort of thing.
Personally, I'd say it is mostly there to curb curbing mass account creation, fake profiles, and bots and spam. There's some ways around it, but it changes as the system gets more sophisticated overtime.

Fb doing this could be in select regions or based on IP address. This may be the future and only fake accounts will suffer. No issue for people who prefer being organic.
