I heard that for some users while creating a new facebook account, it is asking for video verification. Are they doing this to stop multiple account creation and fake profiles?

It maybe because of proxy use, FB prevents account creation from most of proxy servers
 
Recently, it is quite difficult to create fake profiles and if you can create them, it is also very difficult to maintain them for long term use. Regarding video verification requests, you just need to follow the requirements and wait for the results. It is okay if you do not use your real face.
 
not completely, it could be due to geographic location - network ip - device ip that has created too many accounts will be restricted by facebook and use verification methods to limit the creation of multiple facebook accounts
 
You should skip that profile if you are not the owner of it, now getting new fb profile will be easier than get the disabled one with video verification back.

Fb doing this could be in select regions or based on IP address. This may be the future and only fake accounts will suffer. No issue for people who prefer being organic.

This is not true. In theory, you said it was because they used tricks to create it. But real users who create users and interact with them according to real people's actions will not be locked as you said.
