please send an appeal to the meta department maybe your profile will be restored, otherwise the only way is to replace the new profile.
 
If Facebook permanently restricts the running of ads on your profile because it cannot verify your identity - trying to appeal will cause the system to be affected and you will be marked, it is best to replace the new account with a new Ip device.
 
An account that has been permanently limited cannot be saved. You can only prepare a new, more trustworthy account.

I once got blocked for verification mistakes and ended up using a friend’s verified profile to run ads temporarily
