If facebook permanently restrict profile for running ads, because they couldn't verify identity, is there a way to solve this?
Like any other option to verify identity?
Because that option was only active once, we made a mistake, and it didn't give a second chance.

Use an alternative profile because there is no other way when you fail to pass facebook review. because as you said, it only happens once, once it fails it cannot be done again.
 
I think it will be very difficult to reverse the restriction. It will be easier if you build a new profile with clean environment and original matching information.
