I am having my subscribers list instead of doing mail, can i able to provide targeting ads for the people from that particular list via facebook and instagram?

What do you mean by subscriber list? Just names? No emails, no numbers?

If you have their emails, yes you can do targeting to them through FB ads.

Just need to upload their data to Facebook first
