You need to wait 24 hours as meta is reviewing your ads and payment methods.
 
maybe fb doesn't like that you have different account geo, ip and payment method
maybe your account is not warm enough to work in principle
 
I think you should use agency account. Because it has payment method and you can use multiple accounts at the same time. You will not worry about payment anymore.
