Facebook partner categories questions

Hello,

So I am living outside US and have a personal FB account that links to my Ads manager.
I would like to know is it safe to just use a VPN located in US to run FB ads for my page ?
Really could help my page a lot if i could safely use those purchase behavior targeting in my ads.
