Before new version of notes rolled out , on older version you could do it easy only with html codes, making an hyperlinked image to an outside url.
I have tried with new version, can`t get any way to implement html codes as on older version, i believe that some accounts still have access to older version on notes and can implement it via html codes same as before.
Anyway subscribed and waiting if someone know how to do it.

I have found an old note on my fb that has been created on older version of notes, it was just a text, i have edited it and it actually opened on older version editor
I`ve inserted simple ahref with image hyperlink and it created image with external link just as the screenshot OP provided..
I would post a link to the note but as this fb is one of my oldest fb accounts i wouldn`t be good to paste it on public.
